Continuous PNAD - Continuous National Household Sample Survey
Description
It aims at monitoring the quarterly fluctuations and the short, medium and long-term evolution of the labor force and other information necessary for the study of the country's socioeconomic development. In order to meet these objectives, the survey was planned to produce quarterly indicators on the workforce and annual indicators on permanent supplementary themes (such as work and other forms of work, personal and household care, information and communication technology, etc.), investigated in a specific quarter or applied every quarter in a part of the sample and accumulated to generate annual results. Indicators on other supplementary topics can also be produced at varied periodicity. The survey unit is the household.
The Continuous PNAD was inaugurated experimentally in October 2011 and, in January 2012 it became definite, covering the whole National Territory. Its sample was planned in order to produce results for Brazil, Major Regions, Federation Units, Metropolitan Areas with the Municipalities of the Capitals, Integrated Development Region - RIDE of Greater Teresina, and Capitals' Municipalities. Since its implementation, the survey has been gradually expanding the indicators investigated and disseminated.
The Continuous PNAD discloses short-term (monthly and quarterly) and long-term (annual and variable) information. Monthly short-term information encompasses a limited set of indicators related to the labor force covering the geographic level of Brazil (mobile quarters), while the quarterly disclosure includes indicators related to the labor force (conventional quarters) for all the levels of the survey. The long-term information of annual periodicity corresponds to the other permanent topics of the supplementary survey and complementary indicators related to the workforce, while those of variable periodicity are derived from the investigation of other subjects or topics of the permanent subjects to be searched more frequently or occasionally.
Supplementary subjects and topics surveyed in specific quarters of the year:
- Education (2nd quarter); and
- TV and Internet access and ownership of mobile telephone for personal use (4th quarter).

- General characteristics of the residents (1st visit);
- Additional information on the workforce (1st visit);

Microdata
Microdata are the lowest level of disaggregation of the data of a survey, representing, in the form of numerical codes, the content of the questionnaires and preserving the confidentiality of the information. The microdata allow users, with expertise in programming languages or calculation software, to create their own tables.
The microdata files now presented are coupled with a documentation that provides the names and respective codes of the variables and their categories.

3. Aiming at reducing the amount of files to be downloaded and providing users with a better view of the variables available in each quarter of the Continuous PNAD, it was decided to release a single dictionary for the quarterly microdata of the survey. Therefore, a note was included in the dictionary with the quarters for which each variable applies to and the microdata were changed to have the same variables in all of them, albeit some in blank in certain periods they do not apply to.
4. The file of variable selection was updated, as well as the microdata files, due to the addition of the derivative for discouraged persons in the reference week (VD4005).
October 10, 2017 - Updating of the microdata, due to the identification of a problem in the imputation process and in the creation of the UPA variable.
Errors in numbering of 9, 11, 8 and 3 UPAs occurred in Q4 2014, Q1 2015, Q2 2015, Q4 2015 and Q1 2017, respectively. The numbering of these UPAs were changed in the same panel. Variables V4010 and V4013 were filled in Q2 2016 and Q3 2016, when they should be unfilled for 1 and 5 registries of persons, respectively. Analysis of the Continuous PNAD data using R software
Complementary files to compute the SNIPC indexes
Some information of the Continuous PNAD is used to compute the SNIPC indexes. This information refers to the usual monthly earnings from the main job of the persons employed in the reference week classified as:
I) Domestic workers in general (base group 9111 of the Classification of Employments for Household Surveys - COD);
II) Masons (base group 7112 of COD), painters and paperhangers (base group 7131 of COD), electricians and the like (base group 7411 of COD) and elementary workers of building construction (base group 9313 of COD), in enterprises of the classes of the activity of building construction (41000 of CNAE-Household 2.0) and specialized services for construction (43000 of CNAE-Household 2.0), with up to 5 employed persons.
As of May 23, 2018, two files are monthly released, containing those earnings apart for persons defined in item I (“ED_SNIPCXXXXXX_PNADCYYYYY” file) and in item II ( “MORD_SNIPCXXXXXX_PNADCYYYYYY” file).
Concerning the nature of the SNIPC indexes, the data of the Continuous PNAD are used with a two-month gap. The names of the files reflect this relation. For example, the names of the files for the indexes of May 2018 are: “ED_SNIPC201805_PNADC201803” and “MORD_SNIPC201805_PNADC201803”.
In addition to those two .txt files, the following ones are also made available:
- SAS reading of the data files: INPUT_SNIPC_PNADC, in .sas and .txt formats;
- Matching file of the variables MesAA and MesBB, of the input file: Corresp_var_SNIPC_PNADC, in .doc format.
Technical Notes
About - 2019 Access to Internet and TV, ownership of cell phone for personal use
Besides the short-term information on the trends and fluctuations of the Brazilian workforce, the Continuous National Household Sample Survey - Continuous PNAD investigates, on a quarterly basis, other indicators from the supplementary themes of the survey. To do this, the selected households are visited for five consecutive quarters, once at a quarter. It should be highlighted that the theme of the current newsletter – Information and Communication Technology - ICT – accrued data corresponding to the fourth quarter of 2019.
Like in the previous editions, the data obtained are focused on aspects of access to the Internet and TV and ownership of cell phones for personal use, geographically detailed for Brazil, Major Regions and Federation Units. The information related to the permanent private households was obtained through a block of questions on ICT, when data on housing were captured; and the information related to persons aged 10 years and over, through a specific questionnaire.
This report brings analytical commentaries on a number of indicators. Concerning households, it includes questions on the existence of TV; its type (either wide screen or CRT); existence of converters to receive the digital signal of open TV and those already received; existence of satellite dishes and use of pay TV services; existence of microcomputers, tablets and telephone (either landline or cell phone); Internet use, highlighted by the equipment used to access it and types of connection (either dialed or landline and mobile broadband) used in the household; and also the major reason for not using the Internet in the household. Concerning the persons aged 10 years and over, the report includes aspects of the use of the Internet, through any mean and anywhere, at least for some moment of the reference period of the last three months before the date of the interview in the household, such as: equipment used to access the Internet; type of connection used; reason for that access; major reason for not using it; and ownership of cell phones for personal use. The commentaries are graphically illustrated and pursue the major regional and socio-demographic differences noticed in these indicators in the period under analysis.
The newsletters of the Continuous PNAD are also available in printed media. The technical notes on the survey are released apart and can be accessed only in digital media, on this page. They provide a comprehensive methodological overview of the survey, including information on its objectives, scope, theoretical references used, concepts and definitions adopted, and sample planning, among other aspects. They are periodically updated by means of the inclusion of concepts related to the new thematic modules.

Histórico
A pesquisa foi implantada, em caráter experimental, em outubro de 2011, em vinte Regiões Metropolitanas que contêm o município da capital, em uma Região Integrada de Desenvolvimento (RIDE Grande Teresina), em cinco capitais (Porto Velho, Rio Branco, Boa Vista, Palmas e Campo Grande) e em uma Unidade da Federação (Distrito Federal). O objetivo foi realizar os ajustes necessários aos processos referentes à pesquisa. A partir de janeiro de 2012, a mesma foi implantada em todo o território nacional, passando a fazer parte do corpo de pesquisas do IBGE.
Com a implantação desse sistema, o IBGE iniciou uma importante etapa no aprimoramento de seu sistema de pesquisas domiciliares, que propiciará maior eficácia diante de frequentes demandas por informações sobre as condições socioeconômicas e demográficas da população brasileira. Cabe ressaltar que, com vistas à concepção, ao planejamento e a implantação do projeto de reformulação de suas pesquisas domiciliares, o IBGE tem mantido um canal de comunicação aberto com os usuários. Desde 2006, vêm sendo realizados seminários semestrais, intitulados Fóruns do SIPD, com o objetivo de propiciar aos usuários participação efetiva no desenvolvimento do projeto. Além disso, o projeto foi apresentado em um grande número de eventos que foram promovidos pelo governo além de universidades e organizações estatísticas.

Other technical information
The National Address File for Statistical Purposes – CNEFE is a repository of addresses of national scope created in 2005, based on the systematization of the data collected by the 2000 Population Census. This File includes information on households and establishments across the country. At each new Population Census, it is completely revised and undergoes a continuous process of specific updates, according to the demand of the other surveys of the Institution, as is the case of the 2017 Census of Agriculture, in which all the addresses of registered agricultural establishments were verified and collected during operation. The CNEFE update brings both the textual record of the addresses investigated in that survey, and the distribution of such establishments in the National Territory. The IBGE has identified the non-compliance with the release date of the results of the Continuous National Household SAmple Survey - Quarterly Edition, with reference to the moving quarter of October-November-December of 2021, as scheduled in the previously available calendar. Due to the gradual return of the face-to-face activities and the reduciton in the necessary deadline fro the collection end, the release data of the results was brought forward from March 17 of 2022 to February 24 of 2022, together with the monthly national release of December 2021.Actions: The release calendar has been amended.

Calendar error in the Continuous National Household Sample Survey

Description:
An error, detected by the IBGE, related to the non-compliance to the release date set for the Continuous National Household Survey, according to the calendar made available in advance. Considering that visits to selected housing units aiming at data collection have been suspended since March, the conduction of surveys by telephone has been a major challenge, especially regarding the housing units selected ofr a first visit. In order to guarantee the conduction of the interviews, the state department sends letters and telegrams informing that the housing unit was selected for the survey and that, considering the current scenario, the survey has been done by telephone, and the residents are asked to call the IBGE. In addition to that, state coordinators have been adopting other strategies to obtain the telephone numbers associated with those lists of housing units, such as, for example, the use of telephone directories. These measures, however, demand a longer duration in comparison with face-to-face data collection. So, in order to conduct interviews in a bigger number of housing units from the sample, the dates set for the end of data collection and for the release of results were redefined.Actions: The release calendar was changed.

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, no uso das atribuições que lhe confere o inciso II, do artigo 87 da Constituição Federal, resolve:
Art. 1º - A divulgação dos resultados de indicadores conjunturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE seguirá as seguintes etapas:
I - às sete horas do dia da divulgação serão encaminhados os resultados, acompanhados de um sumário-executivo elaborado pelo IBGE, para as autoridades da lista de precedência;
II - às nove horas do dia da divulgação serão encaminhados os resultados para os órgãos de imprensa e disseminados na Internet, através do sítio https://www.ibge.gov.br.
§ 1º. Os técnicos do IBGE estarão disponíveis para prestar esclarecimentos aos usuários sobre os resultados da pesquisa divulgada a partir do encaminhamento de que trata o inciso II do caput.
§ 2º. O disposto nesta portaria aplica-se a qualquer indicador conjuntural produzido pelo IBGE, especialmente aos seguintes:
I - Índice Nacional de Preços ao Consumidor (INPC);
II - Índice Nacional de Preços ao Consumidor Amplo (IPCA);
III - Índice Nacional de Preços ao Consumidor Amplo - Especial (IPCA-E);
IV - Índice Nacional de Preços ao Consumidor Amplo (IPCA-15);
V - Pesquisa Mensal de Emprego (PME);
VI - Contas Nacionais Trimestrais;
VII - Pesquisa Industrial Mensal - Produção Física Brasil (PIM-PF Brasil);
VIII - Pesquisa Industrial Mensal - Produção Física Regional (PIM-PF Regional);
IX - Pesquisa Industrial Mensal de Emprego e Salário - (PIMES);
X - Pesquisa Mensal de Comércio (PMC);
XI - Sistema Nacional de Pesquisa de Custos e Índices da Construção Civil (SINAPI);

Art. 2° - A relação das autoridades constantes da lista de precedência específica a cada pesquisa de indicadores conjunturais, será divulgada por intermédio de Nota Oficial da Instituição e disseminada no portal do IBGE na Internet, através do sítio https://www.ibge.gov.br
Art. 3º - As autoridades constantes da lista de precedência deverão observar o mais rigoroso sigilo das informações referentes aos indicadores de que trata esta Portaria, nos termos do disposto na Lei nº 8.112, de 11 de dezembro de 1990.
Art. 4º - Revogam-se as Portarias nº 164/MP, de 20 de dezembro de 1999, e nº 167/MP, de 5 de setembro de 2003.
Art. 5º - Esta Portaria entra em vigor na data de sua publicação.

PORTARIA Nº 15, DE 27 DE JANEIRO DE 2005

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, INTERINO, no uso das atribuições que lhe confere o art. 87, parágrafo único, incisos I e II, da Constituição e considerando o disposto no art. 27, inciso XVII, alínea "c", da Lei nº 10.683, de 28 de maio de 2003, resolve:
Art. 1º - Disciplinar os procedimentos a serem observados na divulgação dos resultados de indicadores estruturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE.
Art. 2º Os resultados serão encaminhados pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE ao Ministro do Planejamento, Orçamento e Gestão, com antecedência mínima de quarenta e oito horas do horário fixado no art. 3º, inciso I, desta Portaria.
Art. 3º No dia da divulgação dos resultados dos indicadores de que trata esta Portaria, serão observados:
I - liberação para a imprensa e disponibilização pela Internet, no endereço: (https://www.ibge.gov.br), às 10 horas;
II - os técnicos do IBGE somente poderão prestar esclarecimentos sobre os resultados dos indicadores estruturais após a liberação e publicação na forma do inciso I.
Art. 4º Os servidores que tenham conhecimento prévio dos resultados deverão manter rigoroso sigilo, sob pena de responsabilidade nos termos da Lei nº 8.112, de 11 de dezembro de 1990.
Art. 5º Esta Portaria entra em vigor na data de sua publicação.

* Information note on the change of results after the release of the Continuous National Household Sample Survey - Continuous PNAD
The change in the results related to the Continuous PNAD released on January 15, 2016, February 19, 2016, March 15, 2016 and March 24, 2016 was due to problems detected during the sample expansion of the Continuous PNAD.
The unemployment rate for Brazil did not register any statistically-significant change.
Detailing: The Continuous PNAD is a survey based on probability sampling. As such, the generation of results requires the definition of expansion factors or weights, which are associated with every unit selected in the sample (housing units and their residents). These weights are obtained from the sample plan of the survey, which takes into account the probabilities of including sampling primary units and housing units of the sample. They are adjusted to offset the loss due to non-responses and by the population totals from the population projections at different geographic levels of dissemination. In the sample expansion of the Continuous PNAD, the adjustment of the weight due to non-responses did not take into account the total number of housing units classified as vacant, collective, improvised, in ruins and under construction. After detecting the mistake, the IBGE immediately took the following actions: recalculated the new expansion factors; recalculated the estimates of the indicators; and replaced the sampling plan, including its respective accuracies. The results of the Continuous PNAD and the micro data relating to the variables of the weights were replaced and are available on the IBGE web portal.
