About - 2025 General characteristics of housing units and residents

The Continuous National Household Sample Survey - Continuous PNAD routinely provides information that portrays and supports the study of the Brazilian socioeconomic development.

Its contents cover the insertion of the Brazilian population into the labor market, associated with demographic and educational characteristics, in addition to producing annual results on permanent survey themes and investigating other relevant aspects, according to information needs.

To this end, the housing units selected to participate in the survey are visited once every quarter, for five consecutive quarters. The general characteristics of the housing units are obtained on the first visit; The general characteristics of the residents are raised in all five interviews in the selected housing units.

With regard to the general characteristics of the housing units, the analytical commentaries cover the period from 2016 to 2025, considering the following information: type and condition of the house; predominant material in the walls, floor and roof; essential basic sanitation services, such as water supply, the presence of bathrooms and sewage systems, and the disposal of garbage; availability of electricity; and possession of goods and services, focusing, for example, on the existence of a refrigerator, washing machine, car, and motorcycle in the housing units.

As for the general characteristics of the residents, the analysis covers the period from 2012 to 2025 and refers to the distribution of the resident population by sex, age groups and color or race, as well as the profile of the domestic units, understanding as such the group of people who live in a private household and the relationship of kinship or coexistence of the other residents with the person appointed as responsible for the household.

For the years of 2020 and 2021, it should be reminded that the statistics of the Continuous PNAD on general characteristics of housing units were not available, since the reduction of the response rate of the survey in the period due to the COVID-19 pandemic caused difficulties to measure some indicators of the modules exclusively collected on the first visit, from which the data of this theme come from. Therefore, the time analysis excludes those years.

As in previous editions, the commentaries are graphically illustrated and highlight each of the perspectives analyzed, according to the Major Regions, in the period considered.

They provide a comprehensive methodological overview of the survey, including information on its objectives, scope, theoretical references used, concepts and definitions adopted and sample planning, among other aspects. They are periodically updated by means of the inclusion of concepts related to the new thematic modules.

Important note

In 2025, the Continuous PNAD Master Sample began a gradual transition, as data from the 2022 Population Census are incorporated into the sampling design. This process, to be completed in 2026, marks the transition from a sample originally structured based on the 2010 Population Census to a more updated configuration, progressively reflecting the territorial reality observed in the 2022 Census.

The IBGE adopts a review policy of the data disclosed by this statistical operation. Data review means any and all scheduled revision of numerical data due to new information, which was not accessible at the time of the first disclosure. For instance: late data that replaces a non-response; or data corrected by the informant himself; or a set of data that has undergone editing and imputation. Objetivo
O principal objetivo é produzir informações contínuas sobre a inserção da população no mercado de trabalho e de características tais como idade, sexo e nível de instrução, bem como permitir o estudo do desenvolvimento socioeconômico do País através da produção de dados anuais sobre outras formas de trabalho, trabalho infantil, migração, entre outros temas.

É a população constituída por todas as pessoas moradoras em domicílios particulares permanentes da área de abrangência da pesquisa.

Metodologia

A pesquisa é realizada através de uma amostra de domicílios, de forma a garantir a representatividade dos resultados para os níveis geográficos em que é produzida. Esquema de rotação da amostra de domicílios: A pesquisa foi planejada para ter periodicidade de coleta trimestral, ou seja, a amostra total de domicílios é coletada em um período de 3 meses, para ao final deste ciclo serem produzidas as estimativas dos indicadores desejados. Um dos principais interesses em pesquisas contínuas que acompanham o mercado de trabalho é a inferência a respeito de mudanças no comportamento dos indicadores, considerando o período de divulgação definido. Nestas situações a amostra é planejada de tal forma que haja rotação dos domicílios selecionados, mantendo uma parcela sobreposta entre dois períodos de divulgação subsequentes. No caso da PNAD Contínua, como o período de divulgação é trimestral, o esquema de rotação da amostra adotado foi o esquema 1-2(5), que é o mais eficiente quando um dos principais interesses da pesquisa é a inferência a respeito de mudanças em indicadores trimestrais. Neste esquema o domicílio é entrevistado 1 mês e sai da amostra por 2 meses seguidos, sendo esta sequência repetida 5 vezes.

As principais variáveis investigadas na parte de educação são: Alfabetização; frequência à escola; série frequentada; para os que não frequentam escola, se anteriormente frequentaram; curso de grau mais elevado que frequentaram e qual a última série concluída com aprovação. Histórico

A Pesquisa Nacional por Amostra de Domicílios Contínua é parte do Sistema Integrado de Pesquisas Domiciliares (SIPD), que se constitui em um modelo de produção de pesquisas amostrais domiciliares no qual o planejamento, a execução, a análise e a disseminação dos resultados das diversas pesquisas serão conduzidos de forma coordenada, facilitando o atendimento de novas demandas bem como otimizando os recursos a serem utilizados. Destaca-se, entre outros aspectos, que a amostra de cada uma das pesquisas desse sistema corresponderá a uma parte ou a integralidade de uma amostra mestra, e os conceitos e processos serão harmonizados.
A pesquisa foi implantada, em caráter experimental, em outubro de 2011, em vinte Regiões Metropolitanas que contêm o município da capital, em uma Região Integrada de Desenvolvimento (RIDE Grande Teresina), em cinco capitais (Porto Velho, Rio Branco, Boa Vista, Palmas e Campo Grande) e em uma Unidade da Federação (Distrito Federal). O objetivo foi realizar os ajustes necessários aos processos referentes à pesquisa. A partir de janeiro de 2012, a mesma foi implantada em todo o território nacional, passando a fazer parte do corpo de pesquisas do IBGE.
Com a implantação desse sistema, o IBGE iniciou uma importante etapa no aprimoramento de seu sistema de pesquisas domiciliares, que propiciará maior eficácia diante de frequentes demandas por informações sobre as condições socioeconômicas e demográficas da população brasileira. Cabe ressaltar que, com vistas à concepção, ao planejamento e a implantação do projeto de reformulação de suas pesquisas domiciliares, o IBGE tem mantido um canal de comunicação aberto com os usuários. Desde 2006, vêm sendo realizados seminários semestrais, intitulados Fóruns do SIPD, com o objetivo de propiciar aos usuários participação efetiva no desenvolvimento do projeto. Além disso, o projeto foi apresentado em um grande número de eventos que foram promovidos pelo governo além de universidades e organizações estatísticas.

Description

It aims to monitor quarterly fluctuations and the evolution, in the short, medium and long term, of the workforce and other information necessary for the study of the Brazilian socioeconomic development. To meet these objectives, the survey was planned to produce quarterly indicators on the workforce and annual indicators on permanent supplementary themes (such as labor and other forms of work, personal care and household chores, information and communication technology, etc.), investigated in a specific quarter or applied to a part of the sample each quarter and accumulated to generate annual results, with indicators on other supplementary topics also being produced at varying intervals. The investigation unit is the household.

The Continuous PNAD was implemented, experimentally, in October 2011 and, from January 2012, definitively, throughout the National Territory. Its sample was planned in order to produce results for Brazil, Major Regions, Federation Units, Metropolitan Areas that contain Capital Municipalities, Integrated Development Regions - RIDEs of Greater Teresina, and Capital Municipalities. Since its implementation, the survey has gradually expanded the indicators investigated and released.

Frequency of dissemination of information:

  • Monthly - Restricted set of indicators related to the workforce and only for the geographic level of Brazil;
  • Quarterly - Set of indicators related to the workforce for all levels of the survey dissemination;
  • Annual - Other permanent survey themes and complementary indicators to the workforce; and
  • Variable - Other themes or topics within permanent themes to be surveyed more frequently or occasionally.

The monthly indicators use information from the last three consecutive months of the survey, with information from two months being repeated between one moving quarter and the next one. Therefore, the Continuous PNAD indicators produced monthly do not reflect the situation of each month, but rather the situation of the moving quarter that ends each month.

Annual results on other themes or topics are obtained by accumulating information from a given visit throughout the year or are concentrated in a given quarter.

  • Education (Q2); and
  • Access to television and Internet and ownership of mobile phone for personal use (Q4).

Microdata

Microdata are the lowest level of disaggregation of the data of a survey, representing, in the form of numerical codes, the content of the questionnaires and preserving the confidentiality of the information. The microdata allow users, with expertise in programming languages or calculation software, to create their own tables.

The microdata files now presented are coupled with a documentation that provides the names and respective codes of the variables and their categories.

Complementary files for calculating SNIPC indices

In the calculation of the SNIPC indexes, some information from the Continuous PNAD is used. This information refers to the monthly usual earnings from the main job of persons employed in the reference week classified as:
I) Domestic service workers in general (base group 9111 of the Classification of Employment for Household Surveys - COD);
II) Bricklayers (base group 7112 of COD), painters and paperhangers (base group 7131 of COD), electrical contractors and the like (base group 7411 of COD) and elementary building construction workers (base group 9313 of COD), in projects of the building construction activity classes (41000 from CNAE-Domiciliar 2.0) and specialized services for construction (43000 from CNAE-Domiciliar 2.0), with up to 5 persons employed.

As of May 23, 2018, two files containing these earnings separately are made available monthly for the persons defined in item I (file “ED_SNIPCXXXXXX_PNADCYYYYY”) and in item II (file “MORD_SNIPCXXXXXX_PNADCYYYYYY”).

Due to the nature of the SNIPC indices, data from the Continuous PNAD with a lag of two months are used. The file names reflect this relationship. For example, for May 2018 indexes, the file names are: “ED_SNIPC201805_PNADC201803” and “MORD_SNIPC201805_PNADC201803”.

In addition to these two .txt files, the following are also available:

Other technical information

The National Address File for Statistical Purposes – CNEFE is a repository of addresses of national scope created in 2005, based on the systematization of the data collected by the 2000 Population Census. This File includes information on households and establishments across the country. At each new Population Census, it is completely revised and undergoes a continuous process of specific updates, according to the demand of the other surveys of the Institution, as is the case of the 2017 Census of Agriculture, in which all the addresses of registered agricultural establishments were verified and collected during operation. The CNEFE update brings both the textual record of the addresses investigated in that survey, and the distribution of such establishments in the National Territory. O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, no uso das atribuições que lhe confere o inciso II, do artigo 87 da Constituição Federal, resolve:

Art. 1º - A divulgação dos resultados de indicadores conjunturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE seguirá as seguintes etapas:

I - às sete horas do dia da divulgação serão encaminhados os resultados, acompanhados de um sumário-executivo elaborado pelo IBGE, para as autoridades da lista de precedência;

II - às nove horas do dia da divulgação serão encaminhados os resultados para os órgãos de imprensa e disseminados na Internet, através do sítio https://www.ibge.gov.br.

§ 1º. Os técnicos do IBGE estarão disponíveis para prestar esclarecimentos aos usuários sobre os resultados da pesquisa divulgada a partir do encaminhamento de que trata o inciso II do caput.

§ 2º. O disposto nesta portaria aplica-se a qualquer indicador conjuntural produzido pelo IBGE, especialmente aos seguintes:

I - Índice Nacional de Preços ao Consumidor (INPC);

II - Índice Nacional de Preços ao Consumidor Amplo (IPCA);

III - Índice Nacional de Preços ao Consumidor Amplo - Especial (IPCA-E);

IV - Índice Nacional de Preços ao Consumidor Amplo (IPCA-15);

V - Pesquisa Mensal de Emprego (PME);

VI - Contas Nacionais Trimestrais;

VII - Pesquisa Industrial Mensal - Produção Física Brasil (PIM-PF Brasil);

VIII - Pesquisa Industrial Mensal - Produção Física Regional (PIM-PF Regional);

IX - Pesquisa Industrial Mensal de Emprego e Salário - (PIMES);

X - Pesquisa Mensal de Comércio (PMC);

XI - Sistema Nacional de Pesquisa de Custos e Índices da Construção Civil (SINAPI);

XII - Conjuntura Agropecuária (Levantamento Sistemático da Produção Agrícola - mensal; Pesquisa Trimestral de Abate de Animais; Pesquisa Trimestral de Leite; Pesquisa Trimestral de Produção de Ovos de Galinha; Pesquisa Trimestral do Couro).

Art. 2° - A relação das autoridades constantes da lista de precedência específica a cada pesquisa de indicadores conjunturais, será divulgada por intermédio de Nota Oficial da Instituição e disseminada no portal do IBGE na Internet, através do sítio https://www.ibge.gov.br

Art. 3º - As autoridades constantes da lista de precedência deverão observar o mais rigoroso sigilo das informações referentes aos indicadores de que trata esta Portaria, nos termos do disposto na Lei nº 8.112, de 11 de dezembro de 1990.

Art. 4º - Revogam-se as Portarias nº 164/MP, de 20 de dezembro de 1999, e nº 167/MP, de 5 de setembro de 2003.

Art. 5º - Esta Portaria entra em vigor na data de sua publicação.

Divulgação dos resultados de indicadores estruturais

PORTARIA Nº 15, DE 27 DE JANEIRO DE 2005

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, INTERINO, no uso das atribuições que lhe confere o art. 87, parágrafo único, incisos I e II, da Constituição e considerando o disposto no art. 27, inciso XVII, alínea "c", da Lei nº 10.683, de 28 de maio de 2003, resolve:

Art. 1º - Disciplinar os procedimentos a serem observados na divulgação dos resultados de indicadores estruturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE.

Art. 2º Os resultados serão encaminhados pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE ao Ministro do Planejamento, Orçamento e Gestão, com antecedência mínima de quarenta e oito horas do horário fixado no art. 3º, inciso I, desta Portaria.

Art. 3º No dia da divulgação dos resultados dos indicadores de que trata esta Portaria, serão observados:

I - liberação para a imprensa e disponibilização pela Internet, no endereço: (https://www.ibge.gov.br), às 10 horas;

II - os técnicos do IBGE somente poderão prestar esclarecimentos sobre os resultados dos indicadores estruturais após a liberação e publicação na forma do inciso I.

Art. 4º Os servidores que tenham conhecimento prévio dos resultados deverão manter rigoroso sigilo, sob pena de responsabilidade nos termos da Lei nº 8.112, de 11 de dezembro de 1990.

Art. 5º Esta Portaria entra em vigor na data de sua publicação.

* Information note on the change of results after the release of the Continuous National Household Sample Survey - Continuous PNAD

The change in the results related to the Continuous PNAD released on January 15, 2016, February 19, 2016, March 15, 2016 and March 24, 2016 was due to problems detected during the sample expansion of the Continuous PNAD.

The unemployment rate for Brazil did not register any statistically-significant change.

Detailing: The Continuous PNAD is a survey based on probability sampling. As such, the generation of results requires the definition of expansion factors or weights, which are associated with every unit selected in the sample (housing units and their residents). These weights are obtained from the sample plan of the survey, which takes into account the probabilities of including sampling primary units and housing units of the sample. They are adjusted to offset the loss due to non-responses and by the population totals from the population projections at different geographic levels of dissemination. In the sample expansion of the Continuous PNAD, the adjustment of the weight due to non-responses did not take into account the total number of housing units classified as vacant, collective, improvised, in ruins and under construction. After detecting the mistake, the IBGE immediately took the following actions: recalculated the new expansion factors; recalculated the estimates of the indicators; and replaced the sampling plan, including its respective accuracies. The results of the Continuous PNAD and the micro data relating to the variables of the weights were replaced and are available on the IBGE web portal.
