In March 2009, the self-declared back or brown population represented 42.8% of the 40.7 million people aged 10 years and over investigated in the six Metropolitan Areas surveyed by the Monthly Employment Survey _ PME. The Metropolitan Area of Salvador presented the highest proportion of blacks and browns (82.7%) and Porto Alegre, the lowest (12.6%). Although the total number of blacks and browns represented less than half (45.3%) of the working age population, 50.5% of the unemployed were black or brown when the unemployed population was considered. Inequality in terms of insertion in the labor market was also verified by the unemployment rate, which for this group (10.1%) was above the unemployment rate of whites (8.2%). However, in 2003, the first full year of the new PME series, the unemployment rate for those were self-declared black or brown was 14.4% and that for whites, 10.6%. The active population of blacks and browns was less educated than the white population, while the former had 7.6 years of schooling, the latter had 9.1. The evolution of this indicator from 2003 to 2009 was similar for both groups. In March 2009, it was also found that 5.5% of black and brown people with 10 to 17 years of age did not attend school (among whites the percentage fell to 4.8%) and 10.0% of those over 18 attended or had already attended a higher degree course (28.7% for the white). Considering the characteristics of work, by employment type, the category of domestic workers was the one with the highest participation of blacks and browns (61.6%). By groups of activity, in the six Metropolitan Areas, construction and domestic services were the ones that showed predominance of blacks and browns, that is, 59.6% of people employed in construction and 61.6% of people employed in domestic services belonged to this group in March 2009. In relation to usual earnings, blacks and browns earned, on average, R$847.71, or 51% of the income earned by whites (R$1,663.88). The comparison with March 2003 shows a higher growth of the average earnings of blacks or browns, in view of the evolution observed for whites. The difference in the average income between blacks/browns and whites in March 2009 persisted even when compared within the same group of activity, or the employment type or schooling level. 

Description

The Monthly Employment Survey - PME was discontinued in March 2016 with the release of the results of February 2016. It covered six Metropolitan Areas (Recife, Salvador, Belo Horizonte, Rio de Janeiro, São Paulo and Porto Alegre), and its basic topic was labor, coupled with educational and demographic characteristics, having the household as it investigation unit. The PME was replaced with the methodologically updated Continuous National Household Sample Survey - Continuous PNAD, covering the whole country. As a result, the IBGE met its users' demand for countrywide short-term information on the labor force.

The PME was initiated in 1980, undergoing a complete revision in 1982 and two partial ones, in 1988 and 1993, through which adjustments were made only to the sampling plan. In 2001, it went through a broad process of methodological review, aiming not only at broadening the labor characteristics and forms of insertion of the employed population in the labor market, but also at updating the thematic coverage of the survey and its adequacy to the recommendations of the International Labor Organization (ILO).

Along its 36 years, the PME became one of the main sources to follow up the short-term situation of the labor market. Its figures allowed the permanent assessment of movements and trends of the labor force within its geographic coverage.

Microdata

Microdata are the lowest level of disaggregation of the data of a survey, representing, in the form of numerical codes, the content of the questionnaires and preserving the confidentiality of the information. The microdata allow users, with expertise in programming languages or calculation software, to create their own tables.

The microdata files now presented are coupled with a documentation that provides the names and respective codes of the variables and their categories, the survey methodology and the data collection instrument.

The changes that took place in the survey after the release of the methodological reports are presented in the form of Technical notes and/or Methodological notes. The technical notes inform or clarify punctual issues on the survey, whereas the methodological ones address general aspects of the improvements, updating and/or revisions, as well as complementary methodological aspects, whose clarifications became necessary before the release of a new formal volume of the Methodological Report Series.

PORTARIA Nº 355, DE 5 DE NOVEMBRO DE 2007

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, no uso das atribuições que lhe confere o inciso II, do artigo 87 da Constituição Federal, resolve:

Art. 1º - A divulgação dos resultados de indicadores conjunturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE seguirá as seguintes etapas:

I - às sete horas do dia da divulgação serão encaminhados os resultados, acompanhados de um sumário-executivo elaborado pelo IBGE, para as autoridades da lista de precedência;

II - às nove horas do dia da divulgação serão encaminhados os resultados para os órgãos de imprensa e disseminados na Internet, através do sítio https://www.ibge.gov.br.

§ 1º. Os técnicos do IBGE estarão disponíveis para prestar esclarecimentos aos usuários sobre os resultados da pesquisa divulgada a partir do encaminhamento de que trata o inciso II do caput.

§ 2º. O disposto nesta portaria aplica-se a qualquer indicador conjuntural produzido pelo IBGE, especialmente aos seguintes:

I - Índice Nacional de Preços ao Consumidor (INPC);

II - Índice Nacional de Preços ao Consumidor Amplo (IPCA);

III - Índice Nacional de Preços ao Consumidor Amplo - Especial (IPCA-E);

IV - Índice Nacional de Preços ao Consumidor Amplo (IPCA-15);

V - Pesquisa Mensal de Emprego (PME);

VI - Contas Nacionais Trimestrais;

VII - Pesquisa Industrial Mensal - Produção Física Brasil (PIM-PF Brasil);

VIII - Pesquisa Industrial Mensal - Produção Física Regional (PIM-PF Regional);

IX - Pesquisa Industrial Mensal de Emprego e Salário - (PIMES);

X - Pesquisa Mensal de Comércio (PMC);

XI - Sistema Nacional de Pesquisa de Custos e Índices da Construção Civil (SINAPI);

XII - Conjuntura Agropecuária (Levantamento Sistemático da Produção Agrícola - mensal; Pesquisa Trimestral de Abate de Animais; Pesquisa Trimestral de Leite; Pesquisa Trimestral de Produção de Ovos de Galinha; Pesquisa Trimestral do Couro).

Art. 2° - A relação das autoridades constantes da lista de precedência específica a cada pesquisa de indicadores conjunturais, será divulgada por intermédio de Nota Oficial da Instituição e disseminada no portal do IBGE na Internet, através do sítio https://www.ibge.gov.br

Art. 3º - As autoridades constantes da lista de precedência deverão observar o mais rigoroso sigilo das informações referentes aos indicadores de que trata esta Portaria, nos termos do disposto na Lei nº 8.112, de 11 de dezembro de 1990.

Art. 4º - Revogam-se as Portarias nº 164/MP, de 20 de dezembro de 1999, e nº 167/MP, de 5 de setembro de 2003.

Art. 5º - Esta Portaria entra em vigor na data de sua publicação.

Divulgação dos resultados de indicadores estruturais

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, INTERINO, no uso das atribuições que lhe confere o art. 87, parágrafo único, incisos I e II, da Constituição e considerando o disposto no art. 27, inciso XVII, alínea "c", da Lei nº 10.683, de 28 de maio de 2003, resolve:

Art. 1º - Disciplinar os procedimentos a serem observados na divulgação dos resultados de indicadores estruturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE.

Art. 2º Os resultados serão encaminhados pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE ao Ministro do Planejamento, Orçamento e Gestão, com antecedência mínima de quarenta e oito horas do horário fixado no art. 3º, inciso I, desta Portaria.

Art. 3º No dia da divulgação dos resultados dos indicadores de que trata esta Portaria, serão observados:

I - liberação para a imprensa e disponibilização pela Internet, no endereço: (https://www.ibge.gov.br), às 10 horas;

II - os técnicos do IBGE somente poderão prestar esclarecimentos sobre os resultados dos indicadores estruturais após a liberação e publicação na forma do inciso I.

Art. 4º Os servidores que tenham conhecimento prévio dos resultados deverão manter rigoroso sigilo, sob pena de responsabilidade nos termos da Lei nº 8.112, de 11 de dezembro de 1990.

Art. 5º Esta Portaria entra em vigor na data de sua publicação.
