The 2014 Territory Management study identified 2,204 municipalities that form management centers in the country, which are ranked in 9 levels of territory management centrality.

For this purpose, two database sets were used: the first is formed by information about the internal organizational structure of the considered public institutions (National Institute for Social Security – INSS, Ministry of Labor and Employment, Secretariat of the Federal Revenue, Federal Court, Regional Electoral Courts, Regional Labor Courts, besides the IBGE), surveyed in 2013; whereas the second one is formed by the headquarters and private enterprise branches relationship, as long as they are located in different municipalities, with the Central Register of Enterprises – CEMPRE, of the IBGE, having 2011 as reference. Moreover, in the publication there are detailed analyzes of the municipalities’ centrality and of the management flow for each one of these topics that form the general database.

What is the difference between the urban area established by the REGIC survey and the levels of centrality identified in Territorial Management?
The levels of centrality identified in the survey Territorial Management are some of the inputs to establish the hierarchy in the REGIC urban areas, especially for the highest layers of the urban hierarchy, as Metropolises and Regional Capitals. Although the hierarchy in the REGIC urban areas consider other factors, such as the capacity of appealing population to consume goods and  services, which includes, for example, the population flows from small municipalities to municipalities with bigger market centers.
