As informações a seguir descrevem os metadados estatísticos, que são o conjunto de conceitos, métodos e aspectos relacionados às estatísticas, e são informações necessárias para compreender as características e a qualidade das estatísticas e interpretá-las corretamente.

Unidades locais das empresas formalmente constituídas (ou seja, inscritas no Cadastro Nacional da Pessoa Jurídica - CNPJ, do Ministério da Fazenda) com pelo menos um empregado, compreendidas nas seções B e C (Indústrias extrativas e Indústrias de transformação, respectivamente) da Classificação Nacional de Atividades Econômicas - CNAE 2.0, sediadas no Território Nacional.

Metodologia

A primeira base de dados utilizada no desenho da amostra da pesquisa é fornecida pela PIA-Empresa, que permite a identificação das características estruturais da atividade industrial brasileira, medida pelo Valor de Transformação Industrial (VTI). Assim, estabelece-se o corte das atividades: separando-se as atividades que representam 80,0% do VTI, em cada um dos detalhamentos geográficos. A seguir, identificam-se os produtos responsáveis por cerca de, 80,0% do Valor Bruto da Produção Industrial da PIA-Produto, em cada uma das atividades fixadas. O conjunto de produtos escolhidos por este critério forma o que se denomina Lista de Produtos Selecionados (LPS), instrumento básico de levantamento das informações nas unidades escolhidas. Tendo sido estabelecidos seus produtos, escolhem-se, também pelo critério de importância, as unidades locais que os produzem. O critério mais geral adotado foi o de incluir as unidades locais que, juntas, respondem por, pelo menos, 70,0% da produção naquele local. O sistema de ponderação reflete a participação de atividades e produtos no VTI. Para as atividades, a base de ponderação dos indicadores, obtida da PIA-Empresa, é fixa, ancorada na estrutura do VTI referente ao ano de 2019; para os produtos, a base é obtida da PIA-Produto. O somatório dos pesos dos produtos compõe o peso da atividade, cuja soma corresponde aos pesos das seções (Indústrias Extrativas e de Transformação), as quais somadas totalizam a Indústria Geral. Como o índice não abrange o universo das atividades e produtos industriais, foi utilizado o recurso de distribuir o peso dos segmentos e produtos não representados no cálculo proporcionalmente à importância relativa dos que foram calculados. Nos procedimentos de cálculo dos índices, nos diversos níveis de agregação, é utilizada uma adaptação do método de Laspeyres de base fixa em cadeia, com atualização da ponderação. Há, no fim do processo, um procedimento de ajustamento sazonal para os índices de base fixa. Utiliza-se o X-13-ARIMA SEATS para dessazonalizar a indústria geral, seções e atividades industriais, e categorias de uso em nível nacional; para as regiões e estados, o ajuste sazonal ocorre somente para o indicador geral.

Histórico

A experiência do IBGE na elaboração de índices mensais de produção física data do início da década de 70. Os primeiros indicadores abrangiam 110 produtos e cerca de 1000 informantes, baseando-se em ponderações da Pesquisa Industrial Anual de 1968. Com a divulgação dos dados do Censo Industrial de 1970, ocorreu a primeira reformulação do sistema, cujos resultados se tornaram disponíveis a partir de 1975. Os novos índices passaram a incorporar cerca de 600 produtos, 2500 empresas informantes e ponderações do Censo de 1970.
Outra reformulação foi implementada tendo como base as informações da Pesquisa Industrial Anual de 1978 e do Censo Industrial de 1980. O painel desta pesquisa contemplava 736 produtos em 8300 estabelecimentos, o que correspondia a cerca de 5000 empresas, gerando 15200 informações mensais. Os índices eram representativos em nível de Brasil, regiões Nordeste e Sul, e algumas Unidades da Federação: São Paulo, Rio de Janeiro e Minas Gerais. Para os estados de Pernambuco, Bahia, Paraná, Santa Catarina e Rio Grande do Sul a amostra de produtos e informantes era derivada das regiões Nordeste e Sul.
Uma nova amostra da pesquisa passou a utilizar informações do Censo Industrial de 1985, do qual foram escolhidos 944 produtos fabricados em 8500 estabelecimentos de 6200 empresas, totalizando aproximadamente 12800 informações mensais. Os índices eram representativos em nível Brasil, regiões Nordeste e Sul, Pernambuco, Bahia, Minas Gerais, Rio de Janeiro, São Paulo, Paraná, Santa Catarina e Rio Grande do Sul. Em 1998, passou-se a divulgar também índices para o estado do Ceará que são, basicamente, subproduto do painel da região Nordeste, e em 1999, índices para o estado do Espírito Santo, como subproduto do painel Brasil.
A partir de abril de 2004 teve início a divulgação de uma nova série de índices mensais da produção industrial, elaborados com base na Pesquisa Industrial Mensal de Produção Física (PIM-PF) reformulada. Essa reformulação cumpriu os seguintes objetivos: atualizar a amostra de atividades, produtos e informantes; elaborar uma nova estrutura de ponderação dos índices com base em estatísticas industriais do triênio 1998/2000; adotar, na PIM-PF, as novas classificações, de atividades (CNAE, versão 1.0) e produtos (ProdList - Indústria), usadas pelas demais pesquisas da indústria a partir de 1996; e produzir indicadores para aquelas Unidades da Federação que no triênio 1998/2000 responderam por pelo menos 1% do Valor da Transformação Industrial e, também, para a Região Nordeste. A série reformulada teve início em janeiro de 2002 e sua implantação não implicou em ruptura de séries históricas, uma vez que a série anterior, com início em janeiro de 1991, foi encadeada à nova nos níveis de atividade, com quatro exceções (edição, impressão e reprodução de gravações; máquinas para escritório e equipamentos de informática; equipamento de instrumentação médico-hospitalar, ópticos e outros; e diversos), e categorias de uso.
Em 2014, a pesquisa é novamente reformulada e a partir de maio de 2014 são disseminadas as novas séries da produção industrial. A presente reformulação da PIM-PF revisa a anterior, trazendo o marco de referência para o ano de 2010. A reformulação cumpriu os seguintes objetivos: a) adotar a Classificação Nacional de Atividades Econômicas (CNAE) versão 2.0; b) atualizar a amostra de setores, produtos e informantes (na nova versão a amostra passa a ter 944 produtos pesquisados em aproximadamente 7.800 unidades locais); c) atualizar a estrutura de ponderação dos índices com base em estatísticas industriais mais recentes, de forma a integrar-se às necessidades do projeto de implantação da Série de Contas Nacionais - referência 2010; e d) atualizar a infraestrutura tecnológica dos instrumentos de coleta, apuração e análise dos indicadores. As novas séries de índices da Produção Industrial - Brasil - resultaram do encadeamento do painel da PIM-PF anterior (janeiro de 2002 a dezembro de 2011) e do novo painel de produtos e unidades locais, cujo levantamento retroagiu a janeiro de 2012. A implantação da nova versão da CNAE implicou na ruptura da série da atividade de impressão e reprodução de gravações e na criação da série da atividade de manutenção, reparação e instalação de máquinas e equipamentos. Essa reformulação produziu indicadores para todas as Unidades da Federação que, segundo a PIA - Empresa (2010), respondiam por pelo menos 1,0% do Valor da Transformação Industrial no ano de 2010. Considerando esse critério, foram selecionadas as seguintes Unidades da Federação: Amazonas, Pará, Ceará, Pernambuco, Bahia, Minas Gerais, Espírito Santo, Rio de Janeiro, São Paulo, Paraná, Santa Catarina, Rio Grande do Sul, Goiás, Mato Grosso (incluído na nova série, a partir de 2012) e Região Nordeste.
Em 2023, a pesquisa teve uma nova atualização e que foi feita a partir do cadastro de empresas e produtos produzidos pela Pesquisa Industrial Anual (PIA-Empresa e PIA-Produto) de 2019. Nesse processo, atualiza-se o ano base da pesquisa (2019), a cesta de produtos investigados e a estrutura de ponderação. A amostra da PIM-PF contará com 8.596 empresas e 12.500 unidades locais; e 1.042 produtos pesquisados (789 para o Brasil e mais 253 para o âmbito regional). O critério de seleção de Unidades da Federação passou de pelo menos 1,0% do valor de transformação industrial (VTI) para 0,5%, com isso a pesquisa contará com três novos locais: Rio Grande do Norte, Maranhão e Mato Grosso do Sul; além daqueles que já eram investigados (Amazonas, Pará, Ceará, Pernambuco, Bahia, Minas Gerais, Espírito Santo, Rio de Janeiro, São Paulo, Paraná, Santa Catarina, Rio Grande do Sul, Goiás, Mato Grosso e Região Nordeste). As séries serão encadeadas com as anteriores.

Description

The Monthly Survey of Industry - Physical Production - Brazil produces short-term indicators since the 1970s related to the behavior of real products of the mining and manufacturing industries.

As of May 2014, the new series of monthly indexes of the industrial output began to be released, based on the redesigned Monthly Survey of Industry - Physical Production - PIM-PF. Such redesign aimed at the following objectives: update the sample of activities, products and informants; develop a new weighting structure based on the most recent industrial statistics, as a way to meet the needs of the implementation of the System of National Accounts - reference 2010; and adopt the new classification of activities and products, used in the other industrial surveys since 2007, the National Classification of Economic Activities - CNAE 2.0 and List of Industrial Products - PRODLIST-Industry.

The redesigned series started in January 2012 and its implementation did not imply any disruption of the time series started in 2002, since they were chained to the new one, both at the level of the broad economic categories – categories of use – and at the level of the activities – except for Printing and reproduction of recorded media and Maintenance, repair and installation of machinery and equipment –, as well as in the selected groups – which replaced the sub-sectors.

The old time series – from January 1985 to January 2004 –, the time series of the first redesign – from January 1991 to February 2014 – and that redesigned in 2014 – from January 2002 onward – can be directly consulted in SIDRA.

The Monthly Survey of Industry - Physical Production - Regional produces short-term indicators since the 1970s related to the behavior of real products of the mining and manufacturing industries.

    Error, identified by the IBGE, due to the non-compliance with the release date previously scheduled for the results of the Monthly Survey of Industry: Regional Physical Production. Migration into a new Datacenter was imperative to guarantee future technical, functional, operational and strategic benefits of the IBGE. The change in the release date was due to the delay in the migration process, as reported in the Highlights.

PORTARIA Nº 355, DE 5 DE NOVEMBRO DE 2007

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, no uso das atribuições que lhe confere o inciso II, do artigo 87 da Constituição Federal, resolve:

Art. 1º - A divulgação dos resultados de indicadores conjunturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE seguirá as seguintes etapas:

I - às sete horas do dia da divulgação serão encaminhados os resultados, acompanhados de um sumário-executivo elaborado pelo IBGE, para as autoridades da lista de precedência;

II - às nove horas do dia da divulgação serão encaminhados os resultados para os órgãos de imprensa e disseminados na Internet, através do sítio https://www.ibge.gov.br.

§ 1º. Os técnicos do IBGE estarão disponíveis para prestar esclarecimentos aos usuários sobre os resultados da pesquisa divulgada a partir do encaminhamento de que trata o inciso II do caput.

§ 2º. O disposto nesta portaria aplica-se a qualquer indicador conjuntural produzido pelo IBGE, especialmente aos seguintes:

I - Índice Nacional de Preços ao Consumidor (INPC);

II - Índice Nacional de Preços ao Consumidor Amplo (IPCA);

III - Índice Nacional de Preços ao Consumidor Amplo - Especial (IPCA-E);

IV - Índice Nacional de Preços ao Consumidor Amplo (IPCA-15);

V - Pesquisa Mensal de Emprego (PME);

VI - Contas Nacionais Trimestrais;

VII - Pesquisa Industrial Mensal - Produção Física Brasil (PIM-PF Brasil);

VIII - Pesquisa Industrial Mensal - Produção Física Regional (PIM-PF Regional);

IX - Pesquisa Industrial Mensal de Emprego e Salário - (PIMES);

X - Pesquisa Mensal de Comércio (PMC);

XI - Sistema Nacional de Pesquisa de Custos e Índices da Construção Civil (SINAPI);

XII - Conjuntura Agropecuária (Levantamento Sistemático da Produção Agrícola - mensal; Pesquisa Trimestral de Abate de Animais; Pesquisa Trimestral de Leite; Pesquisa Trimestral de Produção de Ovos de Galinha; Pesquisa Trimestral do Couro).

Art. 2° - A relação das autoridades constantes da lista de precedência específica a cada pesquisa de indicadores conjunturais, será divulgada por intermédio de Nota Oficial da Instituição e disseminada no portal do IBGE na Internet, através do sítio https://www.ibge.gov.br

Art. 3º - As autoridades constantes da lista de precedência deverão observar o mais rigoroso sigilo das informações referentes aos indicadores de que trata esta Portaria, nos termos do disposto na Lei nº 8.112, de 11 de dezembro de 1990.

Art. 4º - Revogam-se as Portarias nº 164/MP, de 20 de dezembro de 1999, e nº 167/MP, de 5 de setembro de 2003.

Art. 5º - Esta Portaria entra em vigor na data de sua publicação.

Divulgação dos resultados de indicadores estruturais

PORTARIA Nº 15, DE 27 DE JANEIRO DE 2005

O MINISTRO DE ESTADO DO PLANEJAMENTO, ORÇAMENTO E GESTÃO, INTERINO, no uso das atribuições que lhe confere o art. 87, parágrafo único, incisos I e II, da Constituição e considerando o disposto no art. 27, inciso XVII, alínea "c", da Lei nº 10.683, de 28 de maio de 2003, resolve:

Art. 1º - Disciplinar os procedimentos a serem observados na divulgação dos resultados de indicadores estruturais produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE.

Art. 2º Os resultados serão encaminhados pela Fundação Instituto Brasileiro de Geografia e Estatística - IBGE ao Ministro do Planejamento, Orçamento e Gestão, com antecedência mínima de quarenta e oito horas do horário fixado no art. 3º, inciso I, desta Portaria.

Art. 3º No dia da divulgação dos resultados dos indicadores de que trata esta Portaria, serão observados:

I - liberação para a imprensa e disponibilização pela Internet, no endereço: (https://www.ibge.gov.br), às 10 horas;

II - os técnicos do IBGE somente poderão prestar esclarecimentos sobre os resultados dos indicadores estruturais após a liberação e publicação na forma do inciso I.

Art. 4º Os servidores que tenham conhecimento prévio dos resultados deverão manter rigoroso sigilo, sob pena de responsabilidade nos termos da Lei nº 8.112, de 11 de dezembro de 1990.

Art. 5º Esta Portaria entra em vigor na data de sua publicação.
