MUNIC - Survey of Basic Municipal Information

About - 2017 Basic Sanitation Management: Water supply and sanitary exhaustion

Carried out in every Brazilian municipality since 1999, the Municipal Basic Information Survey raises information on the structure, dynamics and operation of the municipal public institutions, especially the municipal administration, as well as on a number of policies and sectors involved in this sphere. Usually, the survey brings a supplement that investigates specific subjects in a more detailed way. The 15th edition brings aspects of basic sanitation, already released in 2018, as well as information on the services of water supply and sanitary exhaustion, whose results, coupled with the National Survey of Basic Sanitation - PNSB 2017, are now being released.

The data now presented are aggregated by classes of population size, Major Regions and Federation Units and include, among other aspects, information on the availability of water supply services through a general network and sanitary exhaustion through a collecting network, those in charge of their implementation, as well as the delegation tools of the provision such services in the 5,570 Brazilian municipalities. The commentaries are extensively illustrated with tables, graphs and cartograms. Complementary statistics on the existence and characterization of the municipal office in charge of these services, municipal legislation protecting springs, existence, in the municipal public administration, of an office in charge of surveilling water quality, surveilling the implementation of sanitary exhaustion systems in new allotments, billing and types of subsidies offered to users of sanitation services, among other topics, integrate the complete table plan of the survey, available on the IBGE portal.

The publication includes technical notes on the survey and a glossary with the concepts considered essential to understand the results. 

The constant effort to update the themes of the survey has renewed the interest from different agents and organizations to obtain helpful information to implement effective sectoral policies, by understanding the dynamics such phenomena have gained at the local scale.  Therefore, the information of the Supplement of Sanitation of Munic 2017, coupled with that coming from the thematic module of water supply and sanitary exhaustion of the PNSB 2017, whose data were collected in 2018 with service providers, furnish an important overview of the supply and management of these key dimensions of the Brazilian basic sanitation. Solid waste management and rainwater management will be investigated and released in this same integrated design later.

The statistics now released reflect the different realities of Brazil and allow to pinpoint the deficiencies in the Brazilian municipalities related to basic sanitation, thus contributing to the democratization of the public management through the formulation and improvement of different policies for specific issues of their population.

Objetivo
A pesquisa de Informações Básicas Municipais - MUNIC tem por objetivo suprir as demandas por informações desagregadas, em nível municipal, sobre a administração pública local, que pudessem contribuir para o planejamento e aprimoramento da gestão dos municípios. As informações coletadas pela pesquisa têm se mostrado de extrema utilidade para os gestores e estudiosos do poder local. Possuir dados estatísticos sobre a oferta, a diversidade e a qualidade dos serviços públicos são essenciais para aprimorar a capacidade dos governos municipais em atender a população. O conhecimento e a aprendizagem sobre a escala local, proporcionados pelas informações estatísticas, vêm responder às exigências imediatas de compreensão da heterogeneidade estrutural do País a fim de tornar efetiva a imensa riqueza, complexidade e criatividade brasileira no avanço social, político e econômico.

A população alvo da pesquisa é constituída pelo conjunto de prefeituras municipais brasileiras.

Metodologia

A unidade de investigação da MUNIC é o município, sendo informante principal a prefeitura através dos diversos setores que a compõe; as instituições ligadas a outros poderes públicos locais ou instaladas localmente constituem-se em unidades secundárias de informação. Assim, as informações coletadas em cada município são resultado de entrevistas aos gestores, posicionados nos diversos setores e/ou instituições investigados, que detêm informações sobre os órgãos públicos e demais equipamentos municipais.
A coleta dos dados é realizada após treinamento centralizado, onde se fazem presentes supervisores regionais e técnicos de todas as Unidades Estaduais. Posteriormente, estes são responsáveis pelo treinamento dos técnicos das mais de 500 agências do IBGE no País.
Para possibilitar o preenchimento dos questionários pelos diversos setores das prefeituras, cada instrumento de coleta contém, dispostos junto aos quesitos relativos, as explicações dos termos e conceitos utilizados.
Um importante aspecto a ser destacado quanto à metodologia interna do questionário refere-se ao formato de determinação do informante na prefeitura. Com o firme propósito de qualificá-lo, pessoal e profissionalmente, bem como ampliar seu comprometimento com a qualidade das respostas fornecidas, procede-se à sua identificação em cada um dos blocos temáticos específicos.
A entrada de dados é feita de forma descentralizada pela supervisão da pesquisa na sede de cada unidade regional ou pelo técnico responsável pela coleta nas próprias agências. A crítica de consistência dos dados coletados é feita em cada unidade estadual. O trabalho de apuração e consolidação das informações é de responsabilidade da Coordenação de População e Indicadores Sociais, elaborado por técnicos da Pesquisa de Informações Básicas Municipais.

Histórico

Desde a Constituição de 1988, a necessidade de se aprofundar o conhecimento sobre a realidade municipal vem se ampliando. A escala local vem adquirindo importância cada vez maior no processo de formulação e implementação de políticas pública, como parte de um processo amplo e crescente de descentralização governamental, maiores atribuições e responsabilidades têm sido repassadas para os municípios, na prestação de serviços públicos à população. Neste contexto, diversos órgãos públicos, federais e regionais, têm organizado e disponibilizado registros administrativos para informação geral e, principalmente, para subsidiar a elaboração de políticas sociais, o planejamento e o acompanhamento de programas através da elaboração de indicadores no âmbito municipal.
A concepção da Pesquisa de Informações Básicas Municipais (MUNIC) surgiu no bojo deste processo, isto é, fornecer informações que subsidiem o planejamento municipal, além de propiciar um conhecimento maior dos processos que vêm ocorrendo na escala local por parte dos governos (locais, estaduais e federal), universidades, sociedade civil, etc.
Com início em 1999 a Munic foi a campo em todos os anos subsequentes, levantando informações sobre o perfil dos Prefeitos, Estrutura Administrativa, Articulações Interinstitucionais, Geração de Trabalho e Renda, Cultura, Legislação e Instrumentos de Planejamento Municipal, Habitação, Transportes, etc. Além dos suplementos: meio ambiente, esporte, assistência social e por último, cultura.
Na elaboração dos instrumentos de coleta a MUNIC encontra-se sensível à introdução de novos temas ou de suplementos que forneçam aos órgãos governamental e privado subsídios para o planejamento e a tomada de decisão. É necessário conhecer a real capacidade dos municípios para a efetiva oferta de serviços por parte destes, a fim de identificar necessidades, planejar investimentos, avaliar o desempenho das estruturas instaladas e regular os serviços prestados.
A maioria das pesquisas de âmbito nacional concentra-se em aspectos relacionados a indicadores sociais de determinados grupos populacionais ou áreas geográficas, fornecendo assim um perfil da demanda potencial pelos serviços. Assim, parece clara a necessidade da realização de estudos sobre a gestão municipal e suas atividades, a fim de orientar investimentos estratégicos - inclusive no que se refere à capacitação de recursos humanos - bem como subsidiar mecanismos de regulação da qualidade dos serviços, partilha e repasses de recursos.
Embora se trate de uma pesquisa sobre a gestão municipal, a MUNIC, ao longo de suas edições, levanta também vários aspectos dos municípios que não dizem respeito à gestão municipal, mas são de suma importância para o desenvolvimento local e de conhecimento dos gestores, como os equipamentos culturais, os de segurança pública, meios de comunicação existentes, serviços de assistência social prestados por entidades conveniadas, entre outros.
Com relação aos suplementos, é de extrema importância possuir dados estatísticos sobre a oferta e qualidade dos serviços públicos e sobre a capacidade dos governos municipais em atender suas populações. O conhecimento e aprendizagem sobre a escala local, proporcionado pelas informações estatísticas, vêm responder às exigências imediatas de compreensão da heterogeneidade estrutural no País, a fim de tornar efetiva a participação da imensa riqueza, diversidade e criatividade brasileira no contexto dos avanços social, político e econômico. A informação atualizada é ferramenta essencial para a formulação e implementação de políticas públicas, a fim de identificar necessidades, planejar investimentos, avaliar o desempenho das estruturas estabelecidas e regular os serviços prestados. Os suplementos temáticos que acompanham a Pesquisa de Informações Básicas Municipais tem por objetivo buscar informações para realizar o mapeando a estrutura pública municipal existente.

Description

The Municipal Basic Information Survey - MUNIC presents, at regular intervals, detailed information on the structure, dynamics and operations of public municipal institutions through their different sectors, having the municipality as the investigation unit and the city hall as the major informant.

MUNIC began in 1999, involving all the municipalities in Brazil. The themes and issues of the basic questionnaire are regularly raised and aim at addressing the information needs of the society and of the Brazilian State. They will consolidate an up-to-date statistical and register database that provides a relevant set of indicators to assess and follow up the institutional and administrative boards of the municipalities. In a permanent effort to update the survey, MUNIC usually brings a supplement that includes specific subjects in a more detailed way. As of 2005, the block on the basic characteristics of the managers of the basic questionnaire began to be investigated at each 4-year period, always in the initial years of the administrations elected in the previous year.

The survey provides assorted information on the public municipal management, including the legislation and existing planning instruments in this administration sphere, especially those established in the Statute of the Cities and that, together with the master plan, aim at regulating the use and occupation of the urban soil; organization of the city halls; staff by employment relationship, both in the direct and indirect administration; financial resources used by management;  and public sectoral policies in the areas surveyed (housing, transportation, agriculture, environment, etc.), among other aspects.

The periodicity of the survey is annual. The geographic coverage is national, with results released for Brazil, Major Regions and Municipalities. It should be highlighted that two Brazilian districts are treated by MUNIC as municipalities: the Federal District, headquarter of the federal administration, being Brasília the federal capital; and the State District of Fernando de Noronha, an archipelago located in the State of Pernambuco. In both cases, informants of the local administration answer the basic questionnaire.
