PNSB - National Survey of Basic Sanitation

About - 2008

The National Survey of Basic Sanitation is mainly intended to investigate the conditions of basic sanitation services in the country, considering municipal governments and companies hired to render this kind of service in the 5565 municipalities existing on the survey reference date. This investigation, of national coverage, aims not only at the evaluation of the supply and quality of services rendered but also intends to analyze environmental conditions and their direct impact on the Brazilian population’s health and quality of life.

With the release of this publication, IBGE provides the public with the results of the survey conducted in 2008, in partnership with the Ministry of the Cities, at a moment when the issue of basic sanitation has gained prominence after the promulgation of Law no 11445, of January 5, 2007, which establishes the regulatory frameworks of this sector in terms of four components: water supply, sewage disposal, management of solid residue and rainwater management.

The results now presented focus on issues such as water obtainment, quality management and supply through the public system, including alternative forms of supply to populations; extension of sewage disposal systems and aspects of disposal; spots for dumping and extension of urban drainage systems; flood and erosion aggravating factors in municipalities; volume, frequency of collection and final destination of garbage, encompassing the collection of special solid residue, among other relevant pieces of information. These results are available for the country, Major Regions and Federation Units and encompass all the topics covered by the previous survey, conducted in 200, besides another previously unseen one – municipal management of basic sanitation – also investigated in all municipal governmental units.

The publication includes technical notes about the survey, as well as a glossary with the terms and concepts considered essential to the understanding of results. The CD-ROM which comes enclosed with the publication contains all the information in the printed volume, besides the thematic questionnaires applied.

The microdata of the National Survey of Basic Sanitation are available on the IBGE portal, on the Statistical Multidimensional Bank – BME, which provides the public with tools aimed at the search, recovery and combination of statistical information, in a thoroughly disaggregated way.

This group of information reflects the different realities of the country, at the same time it allows the identification of needs existing in Brazilian municipalities, with reference to basic sanitation. It contributes to the adoption of methods, techniques and processes aimed at the improvement of quality of life of populations, according to local and regional characteristics.

Objetivo
A Pesquisa Nacional de Saneamento Básico investiga as condições de saneamento básico de todos os municípios brasileiros, através dos órgãos públicos e empresas privadas que atuam neste setor, permitindo uma avaliação sobre a oferta e a qualidade dos serviços prestados, além de possibilitar análises das condições ambientais e suas implicações diretas com a saúde e a qualidade de vida da população.

A população alvo é constituída por prefeituras municipais, órgãos públicos e entidades privadas que atuam na prestação de serviços de saneamento básico à população: Companhias estaduais e/ou municipais de saneamento básico, autarquias e fundações, consórcios públicos e empresas privadas de saneamento básico no âmbito de todo o território nacional.

Metodologia

O processo de obtenção dos dados da Pesquisa Nacional de Saneamento Básico utiliza como método o levantamento censitário, a medida que investiga todos os órgãos públicos e entidades privadas que constam no cadastro de prestadores de serviços de saneamento básico, no âmbito de todo o território nacional.
A existência dos serviços de abastecimento de água, esgotamento sanitário, manejo de águas pluviais e/ou manejo de resíduos sólidos foi considerada ainda que somente parte do distrito fosse atendido.
No caso de distritos sem serviço de abastecimento de água e/ou esgotamento sanitário, considerou-se como principal solução alternativa adotada aquela que atendesse à maioria da população do distrito.
Os modelos Abastecimento de Água e Esgotamento Sanitário foram desagregados em nível de distrito; o modelo Manejo de Resíduos Sólidos, no ano de 2000, também teve algumas variáveis investigadas no âmbito distrital, voltando a ser investigada em nível municipal no ano de 2008. Os modelos de Manejo de Águas Pluviais e Gestão Municipal do Saneamento Básico são desagregados até nível de município.

Instrumentos de coleta

Histórico

O primeiro levantamento sobre saneamento básico no Brasil foi realizado em 1974, através de convênio celebrado entre o Ministério da Saúde e o IBGE, cabendo ao IBGE somente a responsabilidade pela operação de coleta. Em 1977, com a renovação do convênio, nova investigação foi realizada e o IBGE passou a se responsabilizar por todas as etapas da pesquisa (planejamento, coleta e apuração dos dados), e definiu-se uma periodicidade trienal para a investigação. Em 1980 e 1983 a pesquisa não foi realizada. Em 1988, aconteceu uma profunda reformulação para a coleta no ano seguinte (1989), em que foram consideradas as experiências anteriores e contemplaram-se sugestões de entidades públicas e privadas prestadoras de serviços, pesquisadores, instituições de pesquisa, entidades representativas do setor e informantes.
Em 1999, o IBGE celebrou novo convênio com o apoio da Secretaria Especial de Desenvolvimento Urbano da Presidência da República - SEDU/PR, da Fundação Nacional de Saúde - FUNASA - e da Caixa Econômica Federal - CAIXA realizou, no primeiro semestre de 2000, a Pesquisa Nacional de Saneamento Básico 2000 - PNSB, que contou, também, com a colaboração da Organização Pan-Americana de Saúde - OPAS - para o planejamento e execução da pesquisa.
A PNSB/2000 foi mais abrangente com a incorporação de novas variáveis e um novo tema, Drenagem Urbana (DU), aos temas já pesquisados em 1989. A pesquisa foi reformulada a partir da experiência adquirida com a PNSB 1989, objetivando atender a maioria das demandas feitas por órgãos e técnicos envolvidos com o tema da pesquisa, face às transformações ocorridas no setor ao longo dos anos e procurando preencher lacunas verificadas na pesquisa anterior.
Em 2008, o IBGE, em convênio com o Ministério das Cidades, novamente realizou uma nova edição da Pesquisa Nacional de Saneamento Básico, utilizando outra terminologia para os questionários de Limpeza Pública e Coleta de Lixo e Drenagem Urbana, que passaram a ser denominados Manejo de Resíduos Sólidos e Manejo de Águas Pluviais, respectivamente. Além disso, foi acrescentado um novo questionário - Gestão Municipal do Saneamento Básico, aplicado em todas as prefeituras dos municípios.

With the release of this publication, IBGE provides the public with the results of the survey conducted in 2008, in partnership with the Ministry of the Cities, at a moment when the issue of basic sanitation has gained prominence after the promulgation of Law no 11445, of January 5, 2007, which establishes the regulatory frameworks of this sector in terms of four components: water supply, sewage disposal, management of solid residue and rainwater management.

The results now presented focus on issues such as water obtainment, quality management and supply through the public system, including alternative forms of supply to populations; extension of sewage disposal systems and aspects of disposal; spots for dumping and extension of urban drainage systems; flood and erosion aggravating factors in municipalities; volume, frequency of collection and final destination of garbage, encompassing the collection of special solid residue, among other relevant pieces of information. These results are available for the country, Major Regions and Federation Units and encompass all the topics covered by the previous survey, conducted in 200, besides another previously unseen one – municipal management of basic sanitation – also investigated in all municipal governmental units.

The publication includes technical notes about the survey, as well as a glossary with the terms and concepts considered essential to the understanding of results. The CD-ROM which comes enclosed with the publication contains all the information in the printed volume, besides the thematic questionnaires applied.

The microdata of the National Survey of Basic Sanitation are available on the IBGE portal, on the Statistical Multidimensional Bank – BME, which provides the public with tools aimed at the search, recovery and combination of statistical information, in a thoroughly disaggregated way.

This group of information reflects the different realities of the country, at the same time it allows the identification of needs existing in Brazilian municipalities, with reference to basic sanitation. It contributes to the adoption of methods, techniques and processes aimed at the improvement of quality of life of populations, according to local and regional characteristics.
